1. Fry onion and carrots (cut into thin strips) in butter with tomato paste.
2. Pour diced potatoes with water, add bay leaf and boil until tender.
3. Add fried onion and carrots, cabbage, lettuce, chopped fish, and cook for another 3 minutes.
4. Season with salt, stir, remove from heat, and serve with sour cream and dill.
